About the Cirrus Consortium Framework
The Cirrus Consortium is a long-established public sector procurement consortium managed by Cirrus Purchasing Ltd. Its membership includes more than 50 organisations across Registered Providers of Social Housing, Local Authorities, ALMOs, and NHS Trusts — all of whom can now access Indeed Flex’s services through a fully compliant, pre-procured route to market.
Procured in line with the Public Contracts Regulations 2015 and led by Halton Housing as the principal contracting authority, the framework gives buyers a streamlined, governance-assured way to source agency labour and recruitment services without the time and cost of running their own full tender.
